Another thing to keep in mind on a global implementation is that you have to be very selective on choosing your consultants if you are implementing country specific functionality such as payroll. For example I know US Payroll very well but have never done a Japan payroll implementation. I am confident that with my base payroll knowledge I could learn the Japan specific components but I would learning as I went and that is not a luxury that all implementations have.
That said if you find a resume of payroll consultant that has experience in 10 large countries and claims to be an expert in all I would recommend that you call all the references :-)

Good points, as always, Jarret. The approach I like to use on global implementations is to centralize the implementation standards and those things that are more global in nature - OM, PA, Time and Gross Payroll. Then find local in-country consultants to do the net payroll and compliance parts. It can be challenging to find good in-country resources, but that's getting better.
